What Is a Site Plan and Why Do You Need One?

If you’re planning a renovation, addition, or new build in Ontario, you’ll quickly run into a request from your city or town: “Submit a site plan.”


For many homeowners, this is the first time they’ve heard the term. So what exactly is a site plan — and why is it so important for your project?


What Is a Site Plan?

A site plan is a scaled drawing that shows your property as a whole. Think of it as a “map” of your lot that includes:

  • Property lines and dimensions

  • The location of your house and any other buildings (garage, shed, ADU, etc.)

  • Driveways, walkways, decks, and patios

  • Setbacks from property lines (front, rear, and side yards)

  • Proposed changes or new structures you want to add

In short: while your floor plans show what’s happening inside a building, your site plan shows how the building sits on your lot.


Why Do Municipalities Require a Site Plan?

Cities and towns use site plans to confirm your project meets local rules and doesn’t cause issues for neighbours or the surrounding area. A site plan helps reviewers check:

  • Zoning compliance: Does your project meet setbacks, lot coverage, and height requirements?

  • Neighbourhood fit: Is your new garage, deck, or addition located in the right spot on the property?

  • Permit review: Without a proper site plan, your building permit application will be considered incomplete.

👉 Important: Some municipalities will accept a designer-prepared site plan for smaller projects, but others may require a legal survey prepared by an Ontario Land Surveyor (engineered survey). This is especially common if property boundaries, easements, or grading are in question.


Where Does the Information Come From?

Site plans are usually based on measurements from a survey. If you already have a survey for your property, that information can be used to create an accurate site plan.

👉 Tip: If you don’t have a copy of your survey, check with your municipality. In many cases, they already have one on file from when your home was originally built or when past permit applications were submitted.


When Do You Need a Site Plan?

You’ll almost always need a site plan if you are:

  • Building a deck, garage, or ADU

  • Adding an extension or second storey to your home

  • Putting up a pool, shed, or other accessory structure

  • Applying for a minor variance at the Committee of Adjustment
